I believe he was referencing a Chopper Gunner from Call of Duty Modern Warfare 2. In the fact that this gun has incredible firepower and can kill someone just by shooting them in the foot. None of the other conclusions make sense, and at first I did hear him say Chopper Gunner. And he seems like the kind of kid who would say that.
